Permanent Resident

There are three types of Permanent Residency, two for Non-EU citizens and one for EU citizens, that you can apply for after a 5 year stay* in the Netherlands.

The conditions* for each type can be found at the corresponding links to the IND website below:

  1. Permanent Residence:  Non-EU citizen
  2. Long-term resident EC:  Non-EU citizen
  3. Permanent Residence:  EU citizen

*An outline of the specific conditions for each type of permit are given below. There are some exemptions to the various conditions so please read the information carefully. Should you qualify for permanent residency, you can then submit the appropriate application form to the IND.

Permanent Residence:  Non-EU citizen

  • Lived 5 years, legally and uninterrupted in the Netherlands 1 
  • Valid residence permit at time of submission for “non-temporary stay” 2
  • Registered in the BRP
  • Sufficient income 3 that is long-term and independent 4
  • Possess a Civic Integration Diploma (see this website for more information) 5
  • Decision time within 90 days

Long-term resident EC:  Non-EU citizen

  • Lived 5 years, legally and uninterrupted in the Netherlands 6
  • Valid residence permit at time of submission for “non-temporary stay”7
  • Registered in the BRP
  • Sufficient income 3 that is long-term and independent 4
  • Possess a Civic Integration Diploma (see this website for more information) 5
  • Decision times within 6 months

Permanent Residence:  EU citizen

  • Lived 5 years, legally and uninterrupted in the Netherlands 8
  • Worked for 1 year or have sufficient funds 9
  • Registered in the BRP
  • Valid passport
  • Do NOT need to do Civic Integration exams
  • Decision time within 90 days

1  Not more than 6 consecutive months outside NL, or more than 4 months outside NL for 3 years in a row
2  Non-temporary includes: HSM, Scientific researcher, EU Blue Card, Self-employed, Labor migrant, Family
3  Yourself: € 1.354,08 excluding holiday allowance; Family member: € 1.934,40 excluding holiday allowance
4  Paid employment for 12 months, Self-employed 1.5 years prior plus 1 year after, Benefits or Own sources*
5  Turkish citizens are exempt from civic integration.
6  Not more than 6 consecutive months outside NL, or 10 months or more total in 5 years
7  Non-temporary includes: HSM, Scientific researcher, EU Blue Card, Self-employed, Labor migrant, Family. If any of the 5 years were for a temporary purpose of stay, then those years do not count UNLESS the temporary years are with a Study permit, which then count for half.
8  Exceptions:  retired and have lived here 3 years
9  Worked 40% of full time or earned 50% of appropriate minimum wage; did not work but had own funds or had social benefits
