    Good Landlordship Act

    Good Landlordship Act

    The National Government of the Netherlands has introduced the ‘Good Landlordship Act’, effective as of the 1st of July 2023.  This Act provides municipalities with more options to combat undesirable rental behavior, such as housing discrimination, harassment, unreasonable service fees, and excessive deposits. 

    Rules

    The Act includes new rules that landlords and letting agents must adhere to when letting rental and accommodation properties. These rules are intended to better protect tenants.

    The new rules for landlords and letting agents concern:

    • Preventing and combating discrimination and harassment
    • Requiring a maximum of two months basic rent as a deposit
    • Recording the rental agreement in writing
    • Informing tenants about their rights and obligations with respect to the rental property
    • Preventing unreasonable service fees
    • Specific rules concerning renting to migrant workers

    • Reporting hotline

    If a landlord or letting agent does not comply with these rules, you can make a report. Reporting is free of charge and can be done anonymously.

    You can make a report to the municipality where you live. Please be aware that all residents could file a report, however, the website of your municipality might be in Dutch.
