Obtaining an EU Coronavirus vaccine passport for people with a BSN number via RNI procedure, or ‘priviledged’ people

Across the Netherlands, there are various people (for example diplomats, or workers at International Organisations like the UN) that will not be able to login to the CoronaCheck app because they cannot get a DigiD.

This is because people that are registered as diplomats (etc) do not have to enter themselves in the BRP (the database of citizens and the BSN numbers) at their local municipality, instead they register with the Ministry of Foreign Affairs in the Netherlands.

So there have been a number of solutions developed to help these people:

  • EU/EEA-nationals can register for DigiD online. After registration, they need to pick up an activation code at a DigiD service desk. The DigiD service desks have a long waiting time at this moment (7 weeks waiting time in The Hague).
  • Non-EU/EEA nationals must first register with a municipality to be able to apply for a DigiD.

The RIVM is currently also trying to work out a process for people that have a paper vaccine certificate, but no DigiD, to get their ‘Coronavirus vaccine passport’ in the CoronaCheck app.
